The mixes on the Suffolk County site are for overseeding so personally I'd go with their recommendation. They do explain the drawbacks with perennial ryegrass, and I'd be inclined to avoid using only one grass species anyway. It's OK to include some as it functions as a "nursegrass", but I was taught for that use not to exceed 20% of the mixture.
