The AHS database has it (
Hemerocallis fulva 'Europa') listed as "dormant". This appears to come from the first checklist. Stout described it in his book as "The older leaves die in autumn but younger leaves continue to appear which remain somewhat green until heavy frosts".
However, when he brought it into his greenhouse one November it grew right away, flowered March and April, and then "there was somewhat continuous growth almost as for plants of evergreen habit".
A problem with daylilies is that their foliage behaviour isn't necessarily consistent in all areas with how they behaved where registered. All daylilies in my garden are "dormant" because it's simply too cold for them to grow, whether registered evergreen, semi-ev or dormant. So you're quite likely to find that 'Europa' behaves differently according to the local climate where it is grown. It may also vary in an individual garden depending on the weather in any particular winter. It would indeed be interesting to see pics of what it looks like as it appears this year in many different areas.
