Looks like spider mites to me. You can see some fine webbing. I use Azamax on my lemon tree since I want to eat the fruit. Others may have used other sprays. Whatever spray you use, do it on a cloudy day when the sun isn't so fierce and spray both sides of the leaves and the branches and trunk. You may need a second application in 10 days for any hatchlings.
