I've grown Agapanthus for quite a few years but they never seem to bloom well and I figured it was because they might prefer dryer conditions. Whenever we visit Southern California in the summer months it seems there are large beds of Agapanthus everywhere in full, glorious bloom! This photo was taken in San Diego, July 2010:
