Likely Magnolia stellata or more likely a cultivar of it, because that is what is so commonly planted of the magnolias of this type. But it could easily be Merrill. We'll never know without know without more information. Merrill flowers are larger and those hybrids grow in a larger tree form. Stellata can straddle the tree/shrub interface.
