Region: Florida Cat Lover Garden Sages Cactus and Succulents Tropicals Hosted a Not-A-Raffle-Raffle
Kaempferia pulchra and yes, the plant goes dormant, then the flowers emerge straight from the ground first, the (beautiful) foliage comes later. It gives rise to its other common name: 'Resurrection Lily'

In the same family as the Butterfly Ginger that Ken mentions but otherwise very different.
