I am confused. What did you identify this as? I really don't think it is mugwort. Have you smelled this plant, does it smell like chrysanthemums? seen how it grows? is it a fibrous rhizome that is literally un-pullable, it breaks off right where you pull it? The foliage for mugwort is very soft, as the season progresses it gets a harder central stem that becomes woody.
