Can you also show a photo taken from a bit of a distance? It looks like more than one plant growing there and I know you are trying to ID the one in the foreground but it's difficult to get a view of the entire plant. Are the little things at the ends of the fuzzy stem new leaves, or perhaps buds? It's real difficult to see the "stipling" on the leaves but it's more than likely from an insect of some sort. Here's an image of leaf hopper damage:
