I learned a long time ago that people passing by are less likely to question things if you drive a plain white truck, wear khaki pants and a golf shirt, and carry a clipboard and camera. In some circumstances, a white lab coat comes in handy. The people will think you are a scientist/researcher/state agricultural agent, etc.
