Some succulents will pout a bit, drop the leaves as it adjusts and then it will eventually acclimate and grow new ones from the center. Or sometimes, some succulents will redirect its energy from the leaves to any new buds it is trying to form. I am looking at your photo, and I seem to see new buds at the center of the rosettes, so the outer leaves maybe helping in the formation of the buds.
