Welcome! lilymanrob. I suspect this condition was caused by a weather/stress related event that occurred sometime during the winter months. It would have been during the time the bulb was programing the number of buds it was planning to produce for the upcoming season. I would like to know where you are located and see more pictures of the foliage. There can be other causes, too, like possibly a temporary stress occurring now such as turning hot too fast or a sudden dry spell. It doesn't look like a virus from what I can see from the pictures, but a virus can cause distorted buds as well.
