Have always liked blue flowers and when Lowe's had these on sale last summer, I couldn't pass up the opportunity. In spite of a frigid and snowey winter my small specimens burst out this spring. Temps this spring in NJ have been below normal, and yet my Blue Chiffon is already in bloom. (Normal according to the books is mid to late summer).
Aside from the attractive flowers, obvious from the photo, several comments. The plant is advertised as being deer resistant. I guess my locals are an illiterate bunch as I need to keep it sprayed to keep them at bay.
The fact that the plant can be trimmed to shape and that it blooms on new wood are positive attributes, as is the bright green foliage.
The one major negative I would point out is that the plant is very fertile -- there were a lot of "volunteers" in my garden this spring.
