Yes, you can take cuttings. However, some roses are easily propagated because the cuttings take off like fire and others are harder to propagate simply because the cuttings don't take easily.

Also, there are a lot of variables involved. You also have to find the propagation method that works in your climate and get the timing right or have a greenhouse where you have more control. Ambient temperatures and humidity can impact how easily a cutting may take along with a lot of other variables.

Or you can purchase plants from the Antique Rose Emporium right there in Texas and not worry about it.
