Those little sprouts may be a weed of some sort, originating from seeds that were already in the soil. At that small stage they shouldn't be cause for concern.
By the way, I don't see stems or a trunk on your
Croton (Codiaeum variegatum) but rather only leaves sticking out of the soil ... did it come planted like that? If so, it may be planted a tad bit too deep.
