I've been using 'Milorganite' sprinkled on my Hibuscus and Hydrangeas however, if the deer are hungry enough I don't think anything will deter them as this photo shows. The closest one is near my tomatoes, the furthest one is grazing on my Hydrangeas which the day before I'd sprinkled Milorganite around.
