Are you trying to grow the scion alone? without re-grafting it to another cactus?
Some of the scion cactus (the top one) may have little or no chlorophyll. Do you know what type of cactus the top part is? Do you have photos?

Many times the bottom part may be Dragon Fruit cactus with is a tropical and has different growing needs than the scion cactus.





Yes, I'm trying to get the scion to live on its own roots. It has some dark coloring mixed in so it produces some chlorophyll.
