They are everywhere in the grass in this area, I first found them in my own yard. Aside from seeing them blooming amid the grass, when a drought made the grass turn brown one year, there were clumps of green striped "grass." I dug some up and saw the bulbs it had, and the light went on, as they say, I figured out what they were and that the striped grass & bulbs belonged to the red flowers I'd seen. (I'm a transplant to the south from OH.) It has to be from seeds. It's not possible that anyone purposely put them in all of the places I've seen them.

It's common for them to be purposely put in a row in the grass, near the street or along a property line. Those displays are cool too, always suspected they were done by folks who find them in the yard and don't want to make a "flower bed" but do want to have a cool display of them when they bloom Just mow with the grass until it's bloom time. Then don't mow that strip/patch for 2-3 weeks.
