My first thought was as Planto suggested, looks to be etoilated from too low light conditions but I'm really not sure, it could be the normal growth habit. It still reminds me more of Echeveria than Kalanchoe. Here are some to compare it with:
Echeveria (Echeveria pulvinata 'Ruby')
Echeveria (Echeveria pulvinata 'Red Velvet')
Echeveria (Echeveria harmsii)
Woolly Rose (Echeveria 'Doris Taylor')

As tarev suggested, some Kalanchoe have the soft, pubescent leaves too:
Panda Plant (Kalanchoe tomentosa)
Panda Plant (Kalanchoe tomentosa 'Chocolate Soldier')
