For me, "too wet to direct-sow peas" describes all of spring and early summer. When it's cold and wet, they rot. When it's cool and wet, they rot. It helped one year when I put up plastic on a frame that shed rain away from the raised bed. It dried part way out earlier. And pre-soaking or even pre-germinating helps.

But my summer is cool enough that I can plant peas late.
