The flowers suggest Rosaceae. I've looked at Euphorbia, Lysimachia, Cotoneaster, and Wax Myrtle which shows similarity to the leaves and habit, but not the flowers.

It might help to know if it's native growing wild, in a private garden or botanical garden.

Bear in mind that it could be a plant which has been cut back, making it produce several long shoots.
