Dollar Weeds

How do you get rid of dollar weeds surrounding rose bushes? And what are the effects on the bush if not removed?

Apparently Dollar Weed is indigenous to Florida since all the references I can find point only there. I've not found a description of it or botanical name for it, yet, just talk of it.
John Starnes writing in the St. Petersburg paper mentions using dolomite lime to help control Dollar Weed and some other places mention using one of the more potent herbicides to control it but that one isn't available to the average homeowner.
Heavy mulches do wonders in my flower beds to control weeds until the soil bacteria digest them enough so some soil is exposed and the weed seeds can now germinate.
