When is the best time to prune?

I assume you are referring to the tree, Chilopsis linearis. This tree blooms spring to fall, so I wouldn't prune now or you'll eliminate blossoms and the many hummingbirds attracted to it. Prune in late winter after your last frost but before leaf break. Because it's deciduous, you'll be able to see the branch structure. The exception is storm damage or broken limbs that are hazards. Prune them at any time. Thanks for writing!
