I have some kind of pest that looks like cotton on most all of my plants. Could you tell me what it is and what do I do to control it?

It could be either mealy bugs or cottony scale insects. Both are difficult to control with sprays but you may be able to to kill them off with a systemic insecticide. It will take a while because systemics are applied to the soil and they need to work their way down into the root systems and then be transported up to all the plant parts. But it does work so that might be the easiest solution. Good luck with your landscape.
