I found what looked like acupuncture needles (5 to 7 in a nice neat row) on the underside of a corn leaf and the underside of a chive grass. It doesn't appear to be there long, and I've NO idea what that is? Should I be concerned?

I think you are finding eggs laid by a preying mantis. These are good guys in the garden - they feed on all manner of insects, including their brothers and sisters if they can reach them when they first hatch. The mom lays her eggs neatly spaced and on long, thin threads to give each of her offspring a chance to hatch and survive. I wouldn't be concerned about finding them on the undersides of leaves. Isn't nature interesting??
