When is the last frost date for Waterloo Iowa? We have a problem of planting our seedlings to soon and end up losing quite a few.

You're in USDA Zone 4, with average winter temperatures between -20 and -30F. Your average last frost is mid-May and your average first frost is mid-September. Give the soil about two weeks to warm up before planting the seeds of warm-season crops (begin planting the first of June). Peas, beans, spinach and cabbage can be planted about the first of May. Hope this clears up the confusion!
