the leaves are light green and yellow and are limp falling over the sides of the barrel. I have dug under the roots and gotten a few small potatoes. Today I stuck the hose in the barrel and watered till the soil was really moist. Even though I water frequently, I wondered if this was the problem. I also cut some yellowish limp leaves at the bottom of the plant.

Sounds like you've remedied the problem. Be sure the soil remains moist but not soggy wet. The more leaves you have on the plant, the more energy will be transported to the roots and the larger the spuds will grow. Hope you have a great harvest.
