Every year I have green leaves on my tiger lilies but never any stems or flowers. What can I do to make them bloom? I fertilize & water; they're in semi-shade.

Your tiger lilies will bloom if they get at least 4 hours of direct sunshine. Mine are in full sun and bloom very well. You may want to dig and transplant yours to a sunnier spot. Best wishes with your tiger lilies.
