Pepper flowers are self pollinated, similar to tomatoes, so you can try gently shaking/tapping the plants to dislodge pollen. Or use a small artist's brush and swipe it across one flower to another. However, pollen isn't much viable over 90 degrees and is also affected if temperatures are too cool, so plants won't set fruit. If it's hot where you are, the plants may slow down on setting fruit but will come back as temperatures abate. Good luck!
