What is a safe and permanent way to eliminate raspberry bush volunteers from my garden, without harming the adult raspberry bushes? With the horizontal root structure, is it safe to spray the unwanted plants?

I'd smother the volunteers, rather than using an herbicide which could harm the parent plants. Place a layer of corrugated cardboard or a thick layer of newspapers over the area, then cover it with straw or shredded leaves. The raspberry sprouts will have a tough time piercing the layer and any that do should be easy to pull.
