In last two weeks,a fungus(?), yellow blobs, have appeared in the mulch at my condo. Sprayed with vinegar then bleach. What is it and how can I get rid of it. Is it dangerous

What you describe sounds like slime mold. It's common on moist organic mulches. It looks awful but it won't harm you or your plants. It is simply feeding off the decaying organic matter of the mulch. You can rake it up, mulch and all and toss it in the trash or bury it. To keep it from forming again, just rake the mulch every week or so to incorporate some air. After the mulch has decomposed a little more, the mold will no longer appear.
