What is the best time to cut back a tree,and how much should cut off a tree,growing over into neighbor's yard and over sidewalk

All depends on the type of tree actually. If you wish, please resubmit your question with the tree type. If it is a flowering tree you may want to prune it after the blooming season, that way you aren't cutting off any upcoming blooms. Most trees can also be pruned in the early spring.
