how can I stop locust trees from multiplying. have cut down all trees, but new shoots keep sprouting.

The shoots, or suckers, are coming from the roots. Digging out the roots will stop the suckering, or you can try a product called Sucker Stopper that is designed to keep tree roots from sending up suckers. Be sure to apply according to label directions. Good luck with your project!
