I hzve a rose bush for 5 or6 years and even with it being taller than me it will not bloom. IT has never bloomed. I have other roses around it that do bloom. Is there a reson it won't bloom?
Since nearby roses are blooming, your care and soil conditions must be good. I suspect what has happened is that the grafted top died during its first winter and now the rootstock rose is growing instead. Unfortunately, if I am right, the only thing to do is to replace it.
