I have white spots on the branches of the Rhodendron & Azelea bushes. Should they be treated??

Sounds like powdery mildew (if it's only on the surface and is soft), or it could be sunscald (it will be dry and white all the way through the leaf). Powdery mildew should be treated with a fungicide; sunscalded leaves will simply drop off on their own.
