The tips of the stems die back, I cut them off, new growth starts again, then they turn brown and die. What could be wrong?

Water stress (overwatering or underwatering) can cause the tips to dry out. Fertilizer burn can, too. If it were a disease, and because you are cutting them off, you'd be removing the pathogens from the plant. For that reason, I suspect a water stress issue. You might try repotting or digging and replanting if it is in the ground. While you have the plant out of the ground or unpotted, inspect the root system. Cut away any mushy or dead roots and replant or repot in fresh potting soil. Good luck with your miniature rose.
