I have a palm tree that still after this winter hasn't made any new froms. The only from protruding from the tree is mostly brown but still firmly attached.How would I know if tree can survive and is not dead. Outside tree bark is still green.

If it was planted in poorly draining soil, or if you kept the soil too moist, your palm may be suffering from root rot. If so, there's not much you can do to save it. However, you might try simply watering less to see if the palm will recover. If the roots are only stressed and not rotted, they may recover enough to produce new growth. If the fronds are completely dead, cut them off, then wait for new growth to appear. You may be pleasantly surprised. Hope so!
