If vegetable seeds are being started indoors, when is the appropriate time to start them in northwestern Pennsylvania?

The best way to answer that is to find out when your average last frost date is and calculate backwards from that. In general, cold tolerant vegetables can be planted out a bit earlier, those which require warm soil a bit later. The length of time the seedlings need to reach transplant size depends on what you are growing. Your County Extension (333-7640) should be able to tell you the first and last frost dates for your area if you don't know them.
