i have an old rose bush that did not get any flowers or leaves 2 to 3 feet on the bottom,the top flowers are dying off can i cut them back now or no.

You can cut the flowers as they fade, and you can also give the plant a light pruning to stimulate some new growth, but I'd suggest waiting until next spring, just before the rose bush leafs out, to do a more drastic pruning to rejuvenate it.
