could you recommend some pretty colorful flowers - perennials - that will do well in Phoenix? in particular, ones that will handle full sun and heat of Phoenix summer, but will still do well in winter when it can get to 30's at night... or if in partial shade, too

There are actually quite a number of annuals and perennials you can plant in garden that will take the heat and sunshine. ASU has a comprehensive publication you can access:
