I have a snow fountain tree and it now has its branches out of the top like it's suppose to but they are very long and dragging the ground. Is it ok to trim these now or wait for the fall?

You can prune the overly long branches. Some people cut them even all away around the tree to make the bottom look neat and tidy and others cut them at random lengths so they don't look pruned. You can prune them now.
