My garlic and onions are 3 to 4' tall.Should I be trimming the tops for better bulb production. Both were planted late fall 09?

Don't trim the tops or the bulbs will use their stored energy to grow more tops. Just leave the plants alone. When they are about to ripen the tops will turn yellow and flop on the ground. When the tops are completely yellow you can harvest the onions and garlic, allow them to dry, then eat and/or store them for the winter months. Enjoy!
