What is a safe repellent for tomato plants to keep deer/racoons away from plants

You can use Deer Away or Liquid Fence on the foliage but I'm not sure it will be as effective as simply caging your plants. A physical barrier always works against these garden pests. I drive 3 stakes into the ground around each plant and then attach chicken wire to the stakes to make a cylinder. Be sure to bury it 6 inches into the soil and be sure to close the top, too.
