Crepe Myrtle - Knowledgebase Question

Last June I had a large crepe myrtle (Tonto) planted. It didn't look good then as the bark was peeling. It never formed a bud either last year & nothing this year even though the leaves look very healthy as well as the bark. I'm ready to pull it out & drop it off at the Garden Center that planted it. Could it be some sort of mule That will never flower? My neighbor' has one & it's in full bloom.

It could be that the tree never really established itself in your landscape and will never perform well. I'd sure ask for a replacement!
