I grow a number of herbs and the sage, basil and chives develop flowers from time to time. Should I cut off the flowering tops when they appear or let them be for some period of time.

If you cut off the flowering stems before they open or set seeds your plants will redirect their energy into producing more leaves. Be sure to remove the flowers as they appear. Enjoy your herbs!
