Can I cut perennials (forget me nots, digitalis, lillies, iris, etc.) down to the ground after they are finished blooming?

As long as the leaves are green they are helping strengthen the roots. Don't cut the tops down until after they've died down on their own, either from frost or because it's the end of their growing season.
