new insects - Knowledgebase Question

They start out as tiny red with black legs. The next step I saw was black satin top and stop sign red underside.Never saw one fly. They turned >5 year healthy perrenial that into brown leaves from the ground up.The plants that survived had green leaves left on top.We're in Central AL and last year there were a few of these, no plant damaged noticed.This year over run with them.
