I know that Horse Tails are invasive, but can they be controlled if planted in a container in the ground? What type of container is best? Will they spread at all if planted this way?

The roots of horsetails are invasive so if you plant them in containers you shouldn't have them popping up all over the yard. Any container with drainage holes is just fine. If they are planting in a large container they will spread a little, but only as far as the container will allow.
