What would be the cause of yellow spots on the leaves of several perennials e.g. Pincushion, Blue Mist shrub, et al

The spots might be symptoms of insect feeding on the undersides of the leaves or they might be signs of a fungal disease. If only a few leaves are affected, just trim them off the plants. If lots of leaves are affected you may need to spray with a fungicide or insecticide. Good luck with your plants.
