Blueberry gall midge (Dasineura oxycoccana) is responsible for swollen stem tips. The damage is already done so you're best option is to prune away the affect stem parts. Since the gall midge is a tiny fly, it's difficult to control. If this happens again, you'll need to prune off the damaged parts of the stems - again!
