Bush is not blooming. Has lots of foliage. Another butterfly bush next to it has lots of blooms.

There's really no explanation if both are receiving the same care and the non-blooming bush has not been overfertilized. You can try pruning it back a bit. This will encourage new growth and with any luck, some flowers. Hope it works!
